The purpose of this Handbook is to ensure consistency, transparency, and operational excellence across all training activities delivered under the BISS name.
This Handbook should be read together with the BISS Trainer Authorization Policy, which establishes the governance framework and formal requirements for trainer authorization.
Where operational procedures change from time to time, the latest version of this Handbook shall apply.

Understanding the BISS Trainer Framework
The BISS Trainer Authorization Framework provides a structured pathway for professional recognition, development, and progression within the BISS training system.
Rather than offering a single level of authorization, BISS recognises that trainers develop through experience, professional practice, and continued contribution to vocational education. The framework has therefore been designed to support long-term professional growth while maintaining consistent quality standards across all authorized trainers.
The framework consists of three progressive authorization levels:
Authorized BISS Trainer
The entry level of trainer authorization, awarded to individuals who have successfully met the BISS trainer authorization requirements and demonstrated the competence required to deliver approved BISS training programmes.
Certified BISS Trainer
Awarded to authorized trainers who have demonstrated continued professional performance, consistent compliance with BISS requirements, and measurable contribution to training quality and learner development.
BISS Master Trainer
The highest level of trainer authorization within the BISS framework.
This level recognises outstanding professional achievement, leadership, sustained contribution to vocational education, and long-term commitment to maintaining the highest standards of training quality and professional integrity.
Progression between authorization levels is based on defined professional criteria established by BISS and is not obtained through payment of additional authorization fees.
The detailed progression requirements, operational criteria, and associated privileges for each authorization level are provided within this Handbook.
Active Trainer Membership
All BISS Trainer Authorizations are supported by an active Trainer Membership, which forms the operational foundation of the trainer’s engagement within the BISS system.
Trainer Membership provides access to the BISS training ecosystem, including operational tools, certification services, programme management functions, and ongoing professional support.
Membership is mandatory for all authorized trainers who wish to actively deliver training, issue certificates through the BISS system, or submit training programmes for approval.
Trainer Membership is issued on an annual basis and is subject to renewal in accordance with BISS policies and procedures.
Membership is not only a registration requirement; it represents a formal professional relationship between the trainer and BISS, ensuring ongoing alignment with quality standards, operational procedures, and governance requirements.

Programme Approval
BISS recognises the value of professionally developed training programmes and provides a structured programme approval process for authorized trainers wishing to deliver their own training under the BISS framework.
Programme Approval is intended to ensure that every programme delivered under the BISS name meets the required standards of quality, learning outcomes, professional relevance, and assessment integrity.
Authorized trainers may submit eligible training programmes for review and approval in accordance with the BISS Programme Approval requirements.
Each programme is independently evaluated against the applicable approval criteria before any authorization is granted.
Programme Approval is granted to individual training programmes and does not automatically extend to future programmes or revised versions unless otherwise approved by BISS.

Certification Services
One of the defining strengths of the BISS Trainer Authorization Framework is its centrally managed certification system.
To protect the integrity, consistency, and international credibility of BISS certifications, all certificates are issued exclusively through the BISS Central Certification Authority.
Authorized trainers are responsible for delivering approved training programmes, conducting learner assessments, and submitting the required learner records and supporting documentation to BISS in accordance with the established certification procedures.
Following successful verification and quality assurance review, BISS issues official certificates through its centralized certification system.
Each certificate issued by BISS carries a unique certificate reference number and may be verified at any time through the official BISS Certificate Verification Portal. This enables employers, organisations, regulatory bodies, and other stakeholders to independently confirm the authenticity and validity of every certificate issued under the BISS name.
This centralized approach ensures that every certificate issued by BISS is subject to the same quality assurance process and professional standards, regardless of where the training was delivered or by whom.
The centralized certification and verification system forms an integral part of the BISS Quality Assurance Framework, promoting transparency, protecting certificate integrity, preventing fraudulent use, and maintaining long-term confidence in all BISS certifications.
Detailed certification procedures, submission requirements, service timelines, and operational guidance are provided separately to authorized trainers following activation of their Trainer Membership.
Responsibilities of Authorized Trainers
Authorized BISS Trainers play an important role in maintaining the reputation, credibility, and professional standards of the BISS Trainer Authorization Framework.
By accepting authorization, trainers commit to delivering training with professionalism, integrity, and respect for the standards established by BISS.
Authorized trainers are expected to:
Deliver approved training programmes in accordance with BISS requirements.
Maintain high standards of professional conduct and ethical practice.
Ensure fair, objective, and accurate learner assessment.
Protect the confidentiality of learner information and assessment records.
Use the BISS name, logo, and branding only within the scope of their authorization.
Cooperate with BISS quality assurance and monitoring activities.
Maintain accurate training records where required.
Notify BISS of any significant changes that may affect their authorization status.
Conduct themselves in a manner that reflects positively on the BISS professional community.

Quality Assurance
Quality assurance is a fundamental component of the BISS Trainer Authorization Framework and plays a central role in maintaining the consistency, credibility, and professional value of all BISS training programmes and certifications.
BISS operates a continuous quality assurance process designed to support trainers, maintain professional standards, and promote continuous improvement across all authorized training activities.
Quality assurance activities may include, where appropriate:
Review of training records and supporting documentation.
Verification of learner assessment processes.
Evaluation of programme delivery against approved standards.
Review of certification requests and supporting evidence.
Monitoring of compliance with BISS policies and professional requirements.
Collection of learner and stakeholder feedback to support continuous improvement.
Quality assurance is intended to support professional development rather than create unnecessary administrative burden. BISS is committed to working collaboratively with its authorized trainers to maintain high standards of quality while encouraging continuous learning and improvement.

Professional Progression

The BISS Trainer Authorization Framework has therefore been designed to support long-term professional development through a structured progression pathway.
As trainers gain experience, deliver approved training programmes, contribute to learner development, and maintain continued compliance with BISS standards, they may become eligible for progression to higher authorization levels.
Professional progression is based upon defined assessment criteria established by BISS and reflects professional achievement rather than financial commitment.
Each progression decision is made following an objective review of the applicable professional requirements and supporting evidence.

Continuing Professional Development
